The District Magistrate of Kullu has ordered all the migrant workers, domestic helps, tenants and street vendors working or staying in the Kullu district to get themselves registered and verified by the police.
The order has been passed under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023. According to the notice published by the District Administration Kullu, it will come into force on 3 September 2026 and remain in force up to 2 November 2026.
Hotels, homestays and guest houses have also been told to retain the identity details and mobile numbers of their guests.

Registration of Migrant Workers and Domestic Helpers
The order directs the persons employing/engaging workers coming from outside the district to get their details registered and verified with the concerned police station.
This requirement applies to foreign and migrant workers and domestic helpers.
The District Administration has linked the measure with the up-keep of law and order and public safety in the district of Kullu.
Employers and others using such workers should therefore ensure that the necessary police registration is effected while the order is in force.
Tenants Must Be Registered With Police
This direction also applies to persons who rent out residential or other accommodation to tenants.
Police registration and verification requires the provision of the tenant’s details.
This implies that a landlord should not allow someone to live as a tenant without recording the identity of the occupant. The verification requirement would be in force in the entire Kullu district during the period of the order.
The district notice does not specify a particular town or subdivision to which the requirement applies, but states that it applies in the district generally.
Street Vendors Also Covered
The order also applies to street vendors and those involved in similar activities.
Their registration and verification will be done at the concerned police station.
The order covers a number of categories of people who may be temporarily residing or working in the district, including vendors along with migrant laborers and domestic helpers and tenants.

Hotels and Homestays Must Keep Guest Records
Hotels, homestays and guest houses have separate instructions.
The operators of such establishments should ask every guest staying in their premises to record the identity proof and mobile number.
Therefore, the records should have enough identification details of the person occupying the accommodation.
This requirement shall apply to commercial accommodation establishments covered under the order of the District Magistrate and shall apply during the period of validity of the order.
Violation Can Attract Action Under BNS
The district’s official notice said violation of the order is punishable under Section 223 of the Bharatiya Nyaya Sanhita (BNS), 2023.
Property owners, employers, vendors and accommodation operators who are subject to the directions shall comply with the registration and record-keeping requirements in the order.
The order is in force from 3 September until 2 November 2026, or until it is altered, revoked or superseded by another official direction.
