Solan Nasha Nivaran Committees 2026: Red Zone Panchayats and Nodal Officers

The District Magistrate Solan has issued an office order for re-allotment of Red Zone Gram Panchayats to the concerned Nodal Officers for monitoring, co-ordination, and implementation of activities under the Nasha Nivaran Committees of the district.

The order, dated July 15, 2026, continues the arrangements made through prior orders dated December 10, 2025, and December 12, 2025. Accordingly, 32 Red Zone Gram Panchayats and 3 Municipal Council areas were identified and Nasha Nivaran Committees were constituted for all the 35 areas.

Why Were Nodal Officers Re-Allotted?

The order says that 32 Red Zone Gram Panchayats and 3 Municipal Council areas have already been identified to curb drug abuse and strengthen Anti-Chitta Activities.

Nasha Nivaran Committees have been constituted for all 35 Panchayat/MC areas. Subsequently, the District Administration re-allotted the Red Zone Gram Panchayats to specific officers to facilitate effective monitoring, co-ordination and implementation of the committee’s objectives.

The re-allotment, therefore, revises the responsibility of the officer for inspection and co-ordination. This order does not constitute any new Red Zone Panchayats.

The order distributes different areas of Panchayats and Municipal Council to eight officers/offices.

The above allocation is taken from the table in the original order of the District Magistrate.

What Will the Nodal Officers Do?

The designated Officers shall inspect the Panchayats mentioned against their names regularly with immediate effect.

The order also directs the officers to ensure that the Nasha Nivaran Committee meetings are conducted regularly as per the instructions contained in the earlier office order dated 10 December 2025.

They are responsible for monitoring activities relating to the committee and liaising with relevant local authorities.

Awareness and Preventive Activities

The order specifically includes awareness campaigns, intelligence gathering, community engagement and preventative measures.

These activities should be effectively implemented in the Panchayats assigned to the respective Nodal Officers.

The order ties these activities to the overall goal of bolstering the district’s Anti-Drug Campaign and deterring drug abuse.

Action Taken Reports

The designated officers shall also submit Action Taken Reports to the office of the Deputy Commissioner on regular basis.

Photographs of meetings and awareness programs will be added to the reports.

This provides a mechanism for reporting to the District Administration to enable it to keep a watch on the work done by the Nasha Nivaran Committees in the allotted areas.

Coordination With Local Authorities

The Nodal Officers are to coordinate closely with the concerned:

  • SDMs (Sub-Divisional Magistrates)
  • BDOs (Block Development Officers)
  • SHO’s (Station House Officers)
  • Panchayat representatives
  • Other stakeholders

This coordination aims at the effective implementation of the Anti-Drug Campaign in respective areas.

Earlier Terms Remain Unchanged

The 15 July 2026 order does not supersede all the conditions of the earlier Nasha Nivaran Committee order.

The document mentions that the other terms and conditions contained in the office order dated 10 December 2025 will remain unchanged and continue to be in force.

The July order should therefore be understood as an order for re-allotment and monitoring, not as a full replacement for the existing committee framework.

Effective Date and Validity

The order dated 15 July, 2026 states that the designated officers shall act as Nodal Officers with immediate effect.

The order has been listed on the District Solan website from 15 July 2026 to 31 January 2027.

The original document also does not lay down a separate fresh condition of expiry for the allocation to the Nodal Officer but states that the other terms of the earlier order continue to remain unchanged.

What This Order Means for Solan District

The main objective of this order is fixing clear officer-wise responsibility for the already identified Red Zone areas by the District Administration.

Instead of leaving the monitoring responsibility unallocated, the order has allocated specific Panchayats and Municipal Council areas to specific officers.

Then the officers take up Inspection, Committee meetings, Awareness activities, Intelligence collection, Community participation, Preventive work and regular reporting to the District Administration.

This effectively makes the July 2026 document an administrative monitoring and coordination order under the existing framework of the Nasha Nivaran Committee.
