The Transport Department, Government of Himachal Pradesh, has issued a notification for Amendment of Rule 67 of Himachal Pradesh Motor Vehicles Rules, 1999.
The proposed amendment is in respect of application fees for countersignatures, grant and renewal of permits for various categories of vehicles. The proposal was published in the Himachal Pradesh e-Gazette for inviting objections and suggestions from the persons likely to be affected by the proposed change.
This is a draft rule amendment, not a notice that the proposed fee structure has been made final.

The Government has published the proposed amendment for the information of members of the public affected by the proposed changes.

What the Government Proposed
The notification proposes to replace Rule 67 of Himachal Pradesh Motor Vehicles Rules, 1999.
This proposed rule addresses the fee for applications for:
- Permit countersignatures
- Issuance of permits
- Renewing permits
The draft says that an application would have to be accompanied by a cash receipt, online payment or treasury challan showing payment of the prescribed fee.
That means the proposed amendment is solely about the fee to be paid for applying for particular permits, and not about changing the whole permit system.
Proposed Permit Fees
The notice details varying proposed fees based on the vehicle type and whether the permit is temporary or regular.

These are the proposed rates in the draft notification. Unless the amendment is effective on a later notice, they should not be called a final new fee schedule.
Which Applications Would the Proposed Rule Cover?
The proposed Rule 67 makes a specific mention of applications for countersignatures, grant or renewal of a permit under the Motor Vehicles Act.
The notification shall therefore concern persons and operators applying for permits covered by these provisions.
The fee is to be based on the type of vehicle and type of permit. For example, the draft suggests different fee for busses plying on contract carriage basis as against motor cabs or auto rickshaws.
Payment Methods Mentioned in the Draft
The proposed rule would require that the application be accompanied by proof of payment of the applicable fee.
The notification lists three types of payment proofs:
- Cash receipt
- Payment online
- Challan of treasury
The document therefore specifically identifies payment documentation as part of the permit application.
Proposed Fee Revision Every Two Years
A future revision of the proposed rates is also foreseen in the draft.
It says the revised rates would be increased by 10 per cent every two years, with the figures rounded to the nearest tens.
This provision is contained in the proposed Rule 67 published in the Gazette.
Exemption for Foreign Embassies
Exception for transport vehicles owned by Foreign Embassies in India is provided in the proposed rule.
No fee shall be payable for a permit issued to Foreign Embassies in India for transport vehicles owned by them, as per the draft.
That is a particular exception in the proposed rule.
Receipt for Permit Application Fee
The draft also states what the Regional Transport Authority would do after receiving the fee.
When fee is paid for a permit application or countersignature by a Regional Transport Authority, a receipt in Form HP XXXIV RPF shall be prepared and given separately to the person making the payment.
This provision states that the fee for the application shall be paid against an official receipt issued by the concerned Regional Transport Authority.
Public Can Submit Objections and Suggestions
One of the most important parts of this notification is that the proposal has been notified by Government for public objections and suggestions.
According to the Gazette notification, any person likely to be affected by the proposed amendment in the application fee may submit his written objections or suggestions to the Additional Chief Secretary (Transport), Government of Himachal Pradesh, Shimla-2.
The notification specifies a period of 30 days from the date of publication in the Rajpatra (e-Gazette) for the submission of objections or suggestions.
The Government has also said that objections and suggestions received within the stipulated time would be considered before finalizing the proposed amendment.
This Is a Draft, Not the Final Rule
This is an important difference.
The document has a title of a proposal to amend Rule 67, and the notification asks for public objections and suggestions before it is finalized.
The fee amounts mentioned above may be treated as **proposed rates in the draft notification.”
The proposed provisions may be confirmed, modified or otherwise changed by means of a later Government notification.
Before paying, the applicant for the permit should check the latest final notification applicable on the date of application.
Existing Rule and Proposed Amendment
The proposed notification does not create a separate law of permits.
It is proposed to replace Rule 67 of the Himachal Pradesh Motor Vehicles Rules, 1999 with a new Rule relating to application fees.
The Motor Vehicles Rules are under the state transport laws and regulations of the Transport Department.
This makes the June 2026 document especially useful to people needing an understanding of the Government’s proposed changes to permit-related fees.
