District Magistrate, Sirmaur at Nahan, has ordered a restriction on the movement of heavy vehicles on Kala Amb–Nahan road (NH-07) following a major landslide near Phoenix Company, Moginand.
The order has been passed under Section 115 of the Motor Vehicles Act, 1988. The affected portion of the road had become badly damaged, narrow, and unsafe for heavy vehicles,” the government paper said.

What the District Magistrate Has Ordered
The movement of specified heavy vehicles has been completely banned by the District Magistrate through the affected part of NH-07 near Phoenix Company, Moginand.
This also includes heavy vehicles:
- Vehicles with two axles
- Tippers
- Dumper
The prohibition expressly applies to these vehicles whether laden or unladen, according to the order.
The restriction is thus not limited to loaded trucks. The listed types of heavy vehicles are covered also when traveling without a load.
Why Was the Restriction Issued?
The order came after the Superintendent of Police, District Sirmaur reported a major landslide near Phoenix Company, Moginand on Kala Amb-Nahan road.
In the report referred to in the order, a large section of the road had become:
- Heavily damaged
- Close up
- Not safe for heavy vehicle traffic
The District Magistrate also said that further movement of heavy vehicles through the damaged stretch could lead to dangerous accidents and a threat to public safety.
The restriction is therefore specifically linked to the dangerous condition of the road after the landslide.

Which Route Is Affected?
The order relates to the affected stretch near Phoenix Company, Moginand on Kala Amb-Nahan road (NH-07).
The ban means that heavy vehicles are not allowed to drive through the affected location as long as the restriction is in place.
The order does not prohibit the use of the entire NH-07 by vehicles in general. The restriction stated applies only to the movement of the above mentioned heavy vehicles on the site concerned.
Alternate Route for Heavy Vehicles
The District Magistrate has also made an alternative arrangement.
Heavy vehicles in motion:
- Between Nahan and KALA Amb
- Between Paonta and Nahan.
- Between Paonta, Nahan and Kala Amb
are to be temporarily diverted through Khizrabad, Haryana.
The diversion is meant to relieve traffic pressure around the damaged part of NH-07.
That means the order doesn’t just halt the flow of big trucks between these places. It provides an alternative route for such traffic to continue moving without using the unsafe road section.
How Long Will the Restriction Continue?
The order does not specify a calendar date when the restriction will be lifted.
Instead, the detour will stay in place until the affected section is deemed safe for heavy vehicle traffic.
An important aspect of the order is that the restriction relates to the physical state of the road rather than any pre-determined expiry date.
The Executive Engineer, NH Division HPPWD, Nahan has been directed to take immediate corrective measures to make the affected stretch safe for heavy vehicles.
Responsibility Given to HPPWD
The District Magistrate has asked the Executive Engineer, NH Division HPPWD, Nahan to take corrective measures at the affected location.
The direction is near the stretch near Phoenix Company, Moginand, where the road was damaged and narrowed by the landslide.
As stated, the aim is to make the stretch safe for the movement of heavy vehicles.
When the road is made safe, the competent authorities shall be able to reassess the basis for the temporary restriction.
Police Given Responsibility for Enforcement
The order said the Superintendent of Police, District Sirmaur has been directed to deploy adequate manpower to ensure the compliance of the order.
This means that the police have been specifically involved in the enforcement of the traffic restriction and in preventing the heavy vehicles, which are prohibited, from continuing to use the affected road section.
The order has also been dispatched to Sub Divisional Officers (Civil) Nahan and Paonta Sahib for taking necessary action.
What Happens If the Order Is Violated?
Any violation will be dealt with under the relevant provisions of law, the order of the District Magistrate said.
The order does not in itself make provision for a separate fixed sum as a fine or penalty. Hence, it is not proper to impose a definite monetary penalty on this article without the support of any other relevant law or official directive.
Who Needs to Follow This Order?
This order applies in particular to operators and drivers of:
- Double axled vehicles
- Tippers
- Dump trucks
who are crossing the affected NH-07 stretch of Kala Amb-Nahan.
Transport operators traveling between the affected destinations shall use the Khizrabad, Haryana diversion as specified in the order till the restriction remains in force.
